The federal courts require a certain amount of space for each inmate in prison. Kansas' prisons are overcrowded. If the state doesn't decide who to release, the courts will and the wrong people could get out.

Kansas has just released 148 inmates from state prisons due to overcrowding. This could allow citizens throughout the state to be preyed upon by people who should be in jail. Make inmates stay in crowded conditions or build more jails.
