A Victorian parliamentary report says that public drunkenness should be decriminalised, and drunks should be taken to "sobering-up centres" or released into the care of a responsible person. Only as a last resort should they be detained in police cells.
 

Decriminalisation would be unwise. The Drugs and Crime Prevention Committee's report also says drunken people should be detained until they sober up. Drunkenness is a criminal justice issue. The Government should not allow bad behaviour.
