The Australian newspaper reports that figures produced by Auditor-General Pat Barrett suggest that Prime Minister John Howard's government is the biggest taxing federal government in history and the biggest spending administration in 15 years.
 

The GST is a state tax. A spokesman for acting Treasurer Amanda Vanstone said the Government "had taken a consistent position on this from the beginning: all the GST revenues go straight to the states, so it's not included in the statement."
