While civilian federal employees and military personnel will be getting a 4.1 percent cost-of-living increase, Congress would only be getting a 3.3 percent raise. If the automatic increase doesn't go into effect, salaries will fall behind inflation.

If this goes into effect, lawmakers will have received raises of over $20,000 in the past decade. "We can't afford it," says Rep. James Matheson. "We are swimming in red ink, we are fighting a war. We shouldn't be asking the taxpayers to pay us more."
