Charging motorists will raise money for public transport, which more people will use. In London, the average traffic speed is less than 16 km/h. Congestion costs businesses #2m a week and the charge will reduce traffic by between 10 and 15%.
 

This will have a substantial impact on businesses and residents in surrounding areas. The Freight Transport Association said: "Congestion charging will not reduce commercial vehicle operations in London by a single vehicle and will just put up costs."
