| Police have been given the power to issue on-the-spot fines in three trial areas for offences such as being drunk and disorderly. This helps the government get tough on crime while stopping police cells and the courts being clogged with petty offenders. |
The on-the-spot fines will not work in the real world. Rank-and-file officers fear that fining people on the street will lead to confrontation. There are also concerns that offenders without identification will just give a false name and address. |
