Since estate-tax law changes were implemented, local governments have been struggling to make up millions in lost revenue. Just last year state and local governments lost around $60 million and stand to lose as much as $140 this year.

While it's true that millions in revenue are lost every year due to estate-tax law changes, local government should have found other ways to make up the money. The changes are fair to citizens because only estates worth $338,000 or more should be taxed.
