Last year's attacks taught the government a lesson: it needs to better use the tools it has to fight terrorism. Many of the changes that have been implemented since 9/11 are simply a more aggressive use of existing legal authority. We are now more secure.

Sept. 11 has often been used as an excuse for sacrificing civil liberties. Authorities have been allowed to observe innocent people at libraries, detain witnesses who weren't charged with a crime, and listen in on privileged attorney-client conversations.
