These "rights" are gratuitous. If domestic partners want to leave property to each other, there's nothing stopping them from including it in their wills

California Gov. Gray Davis recently signed a bill that allows registered domestic partners to inherit one another's property without leaving a will. After the Sept. 11 attacks, it became clear that a partial inheritance rights law was needed.

The creation of a partial inheritance law is more about politics than giving domestic partners additional rights. All one has to do is specify in a will or other document that he or she wants to leave property to their partner.
