Airlines want assurances that in the event of a war with Iraq, which could put their viability in jeopardy, they'll have financial support from the government. It's needed to make sure airlines don't go bankrupt if oil prices go up and air travel drops.

It's not possible for the government to give financial assurance to every organization that stands to lose money if we go to war with Iraq. If airlines are attacked directly, then the government will step in to help, just as it did after 9/11.
