The transition to digital TV is stumbling, so it's time for the government to step in. "While we prefer marketplace solutions, clearly it's time for us to provide leadership in this area," said Rep. Billy Tauzin of the House Energy and Commerce Committee.

 		 Currently, broadcasters aren't required to shift to digital until 85% of viewers can view the signals. This proposal would drop that provision and turn analog sets into junk metal. It would also place onerous limits on how consumers use recordings.
