Both Dale Earnhardt Jr. and Jeff Burton have admitted to driving when they weren't fully able to concentrate due to concussions. They not only endangered themselves, but everyone on the track. NASCAR shouldn't allow anyone to compete in such a condition.

NASCAR drivers are undoubtedly competitive, but they're not suicidal. Most have experienced injuries in the past and are capable of determining whether or not an injury would make it unsafe to compete. NASCAR doesn't need to make that decision for them.
