A drug treatment facility should not be a safe house from prosecution. If Ms. Bush had been caught with cocaine outside of the facility, she'd undoubtedly face charges. The fact that she was caught in rehab doesn't make her actions any less illegal.

A judge ruled that rehab workers cannot be forced to tell police if Noelle Bush, the daughter of Florida Gov. Jeb Bush, was caught with cocaine. Arresting her could do more harm than good. When addicts relapse, they're better off in rehab than in jail.
