Spain's fishing activity is eight times what the population can sustain. The governors of New Jersey, Maryland, South Carolina and Georgia hope that sanctions would force compliance with the International Convention for the Conservation of Atlantic Tunas.

Concerns about fish populations don't outweigh our need to avoid straining relations with Europe. A NOAA report indicates that "while the white marlin population has declined, they are not at a level that merits Endangered Species Act protection."
