Illinois Gov. George Ryan has suggested that he may grant a blanket clemency to all death row inmates in his state. The death penalty system in Illinois is "fraught with error," Ryan says, and several inmates say that confessions were beaten out of them.

Clemency should only be granted if it is warranted in an individual case. A blanket clemency would let several convicted murderers - who deserve the strongest possible punishment - off easy. Gov. Ryan must not forget what the victims have suffered.
