After Pfc. Winchell was murdered, Maj. Gen. Clark didn't issue statements against harassment. He refused to meet or even talk to Winchell's parents and never once let soldiers know that harassment wouldn't be tolerated. Clark shouldn't be promoted.

An official Army investigation concluded that there was not an atmosphere of homophobia on the base and that all officers were innocent of any wrongdoing. Maj. Gen. Clark is qualified for the promotion and shouldn't be held back because of the incident.
