The last time that Gephardt was majority leader, in 1994, his party lost control of the House to the GOP. He has spent eight years unsuccessfully trying to avenge that loss, but the 2002 election results prove he's moving in the wrong direction.

Making Gephardt a scapegoat would accomplish nothing. The GOP's victories in the midterm elections resulted from many factors that were beyond his control, especially Bush's popularity during a time of uncertainty. Gephardt can't be blamed for that.
