The idea behind gay student "safe zones" is to provide sanctuary from bigotry and judgment for those students who are beginning to recognize their sexuality. Schools aren't encouraging students to become gay; they're merely providing a safe haven.

In Barre, VT, a gay "safe zone" card posted on a teacher's door was stolen and the administration is debating whether it should be replaced. Students are supposed to be focused on their education, not injected into distracting, controversial issues.
