Our juvenile justice system is collapsing

According to statistics
released by the House Judiciary Committee, in the United States today, teenagers
account for the largest portion of all violent crime. Yet only 10 percent
of those juveniles who commit murder, rape, robbery, or assault ever receive any
sort of secure confinement. At every level of government, the frightening
statistics describe a juvenile justice system in collapse, even as America's
teenage population is set to boom in the next decade.
